Can the faithful worship in a liturgical setting in where the altar has not been consecrated yet?F. SAVVAS THE ATHONITE

The relics of Saints are used to consecrate the Holy Altar of the Orthodox Church.  Is it necessary that each church have relics in the Holy Altar, and if not, are the faithfull to attend service or Liturgy? , F.
